Inspection
Demolition - Renovation Inspection: Most local
governments and every state in the US requires that any
structure, residential or commercial, have an Inspection
performed by a State Certified & Qualified Asbestos Inspector.
In most cases, Asbestos is not dangerous until it is disturbed,
so it must be identified and removed prior to demolition of the
structure, or rehabilitation or renovation that would disturb
it. Regulations are VERY serious about this, and with the known
dangers of Asbestos... there is very good reason.

Summery Phase I: This is the initial exploratory
essay to determine if a more extensive site assessment is in
order. Also known as a Transaction Review, this is the baseline
documentation required by most lenders and investors prior to
assuming title to commercial or development real estate. This
Review entails performing an in dept study of all available land
use records, and a review of previous EPA site assessments
and/or reports that could interfere with the value of the
subject land.

Phase I
Environmental Site Assessment (ESA)
A Phase I Environmental Site Assessment (ESA) is the ASTM
Standard Environmental Investigation to assess various potential
environmental concerns, or to insure the environmental soundness
of a property and its surroundings. Whether the property is to
be sold, transferred, refinanced or foreclosed, we can provide
the services required for a thorough investigation into current
and past practices at the property. A typical Phase I ESA
includes the following tasks:

Inspection
of the site and all improvements with particular attention
to any obvious use, storage or generation of hazardous
materials in the structure or operating equipment.

Permits and
Material Safety Data Sheets (MSDS) are evaluated when
available.
-
Available
records are reviewed in addition to a visual inspection for
potential presence of Asbestos, Radon, Lead, PCB or other
hazardous materials in or near the site.
-
Review of
historical use and improvements, title search and review of
historic maps & aerial photographs of the site.
-
Federal,
State & local records review including planning, sewer,
water, fire, oil and gas, environmental, geological records
of the site & neighboring property.
-
Investigation of available records that include the National
Priority List, Comprehensive Environmental Response
Compensation and Liability Information System list,
Department of Health Service, Water Quality Control Board
and other pertinent Boards or Agencies records and files.
-
Interviews
with tenants, owners and neighbors.
-
Review
pertinent and available documents and maps regarding local
geological, topographical and hydrological conditions.
-
Evaluate
applicable special resource issues.
-
Provide
recommendations of further investigation or testing when
needed, and recommendations as to potential environmental
problems
Based on the information gathered
during the Phase I assessment, We will prepare a report
summarizing the findings and providing professional opinions
regarding the potential of environmental problems that should be
investigated before any transfer of ownership takes place.
Note: By Federal Regulations, a known (identified) environmental
hazard or hazardous material can not be sold or transferred to a
new owner. As necessary, we will make recommendations for
additional work and provide associated cost estimates.
Our standard Phase I Environmental Site Assessment (ESA) report
is conducted in accordance with the ASTM E 1527-05 Standard
Practice for Environmental Site Assessments: Phase I
Environmental Site Assessment Process. The final product is a
bound report with appendices attached as warranted.
The
COST of performing a FULL Phase I Environmental Site
Assessment is is based amount of time and expense required to
accumulate, orchestrate, and present this information in the
format specified... This can only be accurately priced on a
job per job basis. A typical ESA, conducted by ASTA format and
EPA standards will average $1,600. to $2,200.00.

Asbestos
Background:
This naturally occurring mineral was used extensively from the
beginning of the Industrial revolution (late 1800's) until the
middle 1980. In application, it was pulverized and added to
other binding materials at high percentage levels to produce
insulating and fireproofing materials, and was found to
strengthen every material in which it was added... and it was
added to literally thousands of things. For nearly 60 years,
many building material was "fortified" with Asbestos...
thus nearly every structure that was built prior to 1980 proudly
supported ACBM's (Asbestos Containing Building Materials).
Health Risks:
Asbestos is so strong that the
fibers virtually never break... but the binders that hold it
into the base materials in which it was added DO break down, and
when this happens, the indestructible Asbestos Fibers become
airborne. These fibers are so fine that once they become
part of the air, they stay airborne until they are ingested.
Once ingested into the lungs, they are filtered out (like any
other debris inhaled)... but unlike other foreign substances
ingested, they tend to become imbedded into the soft tissues of
the lung. They don't come up, and the body tries but can not
destroy them. The human body is a great fighting machine, so in an attempt to protect itself
from these imbedded fibers, it encapsulates the fiber in calcium, and
subsequent area
stops acting as a lung. Worse yet, the
body produces T-Cells in and sends them to the area in an attempt to break down the Asbestos
Fibers, and those cells can misfire and become cancerous. Between the two
methods of demise, Asbestos has been the cause of
millions of deaths because of it's wide use.
Federal
Response: IN 1983 the
US Government started passing regulations to ban Asbestos use
and start cleaning up the mess. In 85 there was the Asbestos
Hazard Emergency Response Act (AHERA) which called for all
school building to be inspected, and the asbestos removed... and
in the subsequent years dozens upon dozen of regulations have
been drafted and signed into law to control the Asbestos
problem. Still, our civil courts are bogged down with
lawsuits, but nearly every player in the 20th century Asbestos
Boom has long since gone broke or reorganized away from the
litigation.

Mold
and fungi spores are among the leading causes associated with
health related problems of homeowners, tenants, employees and
the general public. These health problems may include allergic
reactions, severe flu-like symptoms, cancer and even infant
fatality. This seemingly harmless and often invisible airborne
material can pose serious health and liability risks without
warning.
Microbial evaluation begins with a
preliminary on-site investigation of the property. Interviews
are conducted with occupants and visual assessments are made to
determine the source of the problem. The environment is then
sampled as necessary and may include air and/or bulk samples to
determine the presence and type of microbial contamination. Then
the remediation process can begin. The costs of such work is
very reasonable compared with the costs of ignoring the problem.
Mold and Fungi will NOT just die and go away without
treatment... and no two treatments are identical. Environmental
Associates will do what it has to do !
Lead
exposure has been determined to be a cause of cancer, brain
damage, liver and kidney disorders, damage to the reproductive
and nervous systems, premature birth and low birth weight.
According to the EPA, children are in the highest risk group due
to their size, suffering such symptoms as learning disabilities,
impaired motor skills and hyperactivity.
Sources of lead poisoning can include
drinking water, paint sources (such as smelters or industrial
discharges), ceramics, cosmetics and hobbies (such as firearms
or working with stained glass windows).
Remediation
of most lead problems (even lead paint) is generally quite easy
and inexpensive.

service to determine the presence of radon gas. Recent findings
show that radon gas can pose serious health risks to occupants.
If radon is found to be above the action level, we will provide
long-term mitigation of this hazard.
